Why should a country whose society functions fine without English suddenly embrace it? To attract foreign business? To make the lives of tourists more comfortable?

You nailed it. Also, English is on its way out as the lingua franca. Spanish is taking over, even in the USA. In fact, the country with the largest Spanish-speaking population is... wait for it... the USA. :-) Thanks for sharing.
